• Ensure that IRC is adequately represented in formal coordination activities including clusters, livelihood working group meetings informally recognized by partners including local NGOs, INGOs and UN - Close engagement for the adequate inclusion and development of implementing partners towards the independent execution of program activities.
• Host and mange donor visits effectively to contribute for accurate planning, implementation, and reporting:
• Ensure partners are familiar with the requirements of a program hard-working on building community resilience.
• Provide regular support and technical advice to partners, communities, and staff in relation to the implementation of livelihoods recovery at project site level.
• Coordinate the establishment of effective work and supply plans or partners. - Manage budget and follow partners are regularly supervised for good financial management.
• Ensure that an effective monitoring and evaluation system is in place to measure resilience.
• Take required action to ensure timely implementation of activities where it is vital.
• Supervise that all activities are critical to community needs and gender issues, promote the full and equal participation of women in all aspects and ensure that the Program is an opportunity for peace making, not community division
• Lead coordination with support departments such as supply chain, HR, and finance
• Provide strong narrative reporting and financial accounting in donor and internal reports.
• Conduct ongoing monitoring and assessments and provide clear analysis of the context.
Job Responsibility: Project Planning
• With the project team and partner staff analyzes past experiences to systematize and incorporate lessons learned into the planning process
• Based on past accomplishments and achievements adjusts project targets, strategies, resources, and delegation of responsibilities to ensure appropriate progress toward project objectives.
• Shares draft plans with IRC Hawassa Field office and, staff and partners involved in the implementation and incorporate their input into the plan.
• Submits annual plans as per established schedules to all project stakeholders.
Job Responsibility: Staff Management
• Supervises, leads, guides, orients, trains, coaches, and supports the project team,
• Builds the technical capacity of the subordinate staff in planning and implementing projects effectively and efficiently.
• Ensure that all project staff have appropriate individual operational plans linked to project priorities.
• Completes all performance management activities including performance planning, monitoring, and annual performance appraisals.
• Provides ongoing feedback to project officers and specialists, recognizing and praising successes and pointing out failures that need corrective measures.
Responsibility No.: Project Monitoring, Evaluation and Reporting
• Ensures that project under his/her supervision include an appropriate log-frame and baseline design.
• In consultation with MEAL personnel organizes a monitoring system to collect routine data for tracking project performance and decision making.
• Plans and conducts quarterly and annual project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned.
• Write monthly/quarterly/annual comprehensive and high-quality project progress reports for the donor and the government.
• Monitor the activity implementation of the consortium members and provide feedback to all concerned.
• Lead the extraction and documentation of learning briefs, case studies and other projects.
• Implement other M&E related tasks based on donor requirements.
Responsibility: Project Budget Management
• In collaboration with finance staff prepares annual budget based on project proposal and ensures compliance with donor requirements
• Ensures appropriate utilization of fund codes for charging budget expenditures.
• Monitor monthly budget burn rates and adjust when needed.
• Ensure timely financial reporting is done and shared with the FO finance.
• Communicate with the coordination unit for any finance related challenges at the FO level.
Responsibility: Networking, Learning and Representation
• Establishes and maintain formal and informal communication mechanisms with government, community partners, consortium member and other stakeholders in the project implementation area.
• Participate in clusters, taskforce meetings, and supervision visits held at Regional, Zonal and Woreda level to discuss project related issues.
• Keeps up to date with developments in the project, including best practice and ensure ongoing personal development and learning.
• Make formal presentations to the counterparts about project progress, challenges, lessons learned and needed adjustments.

• BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics, Disaster risk management or related relevant field of studies
Preferred experience and skills:
• 4 years of proven experience with the first degree. –
• At least 1 year of managerial experience.
• Substantive knowledge and experience of sustainable livelihoods and resilience programs management.
• Proven track record of effective management: planning, monitoring, budget oversight, logistics, leadership, particularly in unstable environment.
• Demonstrated experience of integrating gender, protection, and diversity into emergency response programs. - NGO experience is a plus.
• Proven leadership skills - Project management experience
• Proposal and report writing skills.
• Effective communication internally and externally towards government and NGOs, donors, etc... - Leadership capacity in management of field teams
• Team building, ability to develop a common vision, maintain morale and acceptable behavior at base level.
• Capacity to support and develop staff.
• Previous experience in leading field teams’ distinct advantage.
• Builds and maintains effective relationships, with colleagues, IRC Members, and external partners - Experience and interest in measuring resilience and relevant theory. - Values diversity, acknowledges it as a source of driven strength.
