Millions of people have fled their homes because of the war and corresponding violence in Ukraine. Others, because of poverty or age, have no choice but to remain in life-threatening situations. The needs are enormous and ZOA immediately has sent its Disaster Response Team to provide life-saving assistance.
In Zakarpattia ZOA started a cash distribution programme for thousands of internally displaced people. At this moment ZOA is expanding its programme in Chernihiv district (north of Kiev) looking into shelter and cash as main sectors.

ZOA is an international organization providing emergency relief and recovery in over fifteen countries worldwide. In order to scale up our activities and set up a full ZOA programme in Ukraine, we are looking for a Country Representative.

ZOA is looking for a Country Representative

Your challenge
The Country Representative provides leadership and the integral management of the programme and activities of ZOA in Ukraine within the framework of ZOA’s Strategic Plan. The starting date of this full-time position is as soon as possible. The duration is 6 months with a possibility to extend.

Your main tasks and responsibilities
Leadership
• Legal representative of ZOA in the country;
• Overall management and leadership of the ZOA organisation in the country of operation; implementation of the DROP (Disaster Response Operations Plan) with the corresponding budget;
• Spiritual oversight and Christian leadership of the country programme and team.

Programme Cycle Management
• Programme formulation, development, implementation and supervision;
• Consolidation of the Programme Plans and formulation of the Country strategy;
• Final responsibility for project cycle management, including formulation of concept papers and proposals, budgeting, monitoring and reporting;
• Ensure gender diversity and conflict sensitivity in all activities.

Human Resources, logistics, administration and finance
• Final responsibility for Human Resource Management for international and local staff;
• Supervising and appraising the performance of the members of the Country Management Team;
• Supervision and control of the administrative and financial organisation.
• Donor compliance in purchase
• Ensuring legal compliance within the country.

External relations
• Manage implementing and strategic partnership engagements at country level.
• Maintaining relationships with all relevant actors in-country;

Donor acquisition
• Develop and maintain good relationships with donors.
• Knowledge of funding opportunities in the countries
• Process management of proposal submission

Security
• Ensures the design and maintenance of an effective security management system at country level, in compliance with ZOA’s over-all security policy and procedures.
• Compliance to that system by staff and other relevant persons for whom the Country Representative has a duty of care.

Identity

• University graduate;
• At least five years of cross-cultural experience;
• At least five years of relevant management experience in relief settings;
• Good spoken and written command of English; command of Ukrainian is a plus
