Role & Responsibilities

Responsible for overseeing and managing MEAL within a programme providing health, WASH, shelter/NFI assistance for vulnerable Syrian households. This position includes the line management of the Senior MEAL Officer, the MEAL Officer, and functional linkages with the Health and WASH/Shelter Technical Advisers, the Project Coordinators, the Area Managers, the Senior Liaison Officer and the IM Senior Officer. The role is line managed by the Country Director, with technical oversight by the Regional MEAL Adviser.

Project Overview

The Syria programme is part of Medair’s regional response to the Syria crisis since 2015 and has since successfully completed projects in rural Damascus, Homs, Aleppo and Deir-Ez-Zor Governorates for rehabilitation and re-equipping of primary healthcare clinics, development of community-based health programmes, capacity building for health staff and community workers, establishment of nutrition programmes, rehabilitation of urban water systems, and provision of shelter kits. Medair is also responding to the need for support to people with physical disabilities at household and community level. Medair is planning to expand to Ar Raqqa governorate in 2021.

Key Activity Areas

MEAL Strategy & System Development

• In line with MEAL system assessment, internal CHS survey results, and with Medair’s Global MEAL vision, strategy and plan, develop and realise a MEAL strategy to develop the Syria programme’s MEAL system.
• Strengthen the integration of MEAL within the Country Strategic Plan.

Monitoring & Evaluation, Data, AAP (Accountability to Affected Populations) and Quality Management

• Oversee the implementation of Medair’s MEAL system at programme and project levels, promoting programme quality through accountability and learning practices, including data quality and management.
• Oversee Medair’s commitment to data quality, through the facilitation of periodic Data Quality Assessments in liaison with all key programme staff and Technical Advisers.
• Ensure integration of programming standards, especially contained in the CHS, into Medair’s MEAL system.
• Work with Senior Programme staff, including the Programme Funding Manager and the Finance Manager to develop assessment and MEAL plans (also covering human and financial resourcing) for all proposals.
• Working with the Senior MEAL Officer, coordinate with Area Managers to oversee implementation of assessments and monitoring activities.
• Work with senior Programmes Staff, the Regional MEAL Adviser, IM staff, and the Global Shared Service Centre (SSC), as required, to develop tools for MEAL and effective remote management.
• Support the development of innovative data collection and monitoring tools.
• Ensure the writing of analytical reports for lessons learned, assessments, monitoring, donor reports/proposals.
• Ensure mainstreaming of cross-cutting issues (especially AAP and Protection) into programming.
• Support monitoring, evaluation and programmatic learning.

MEAL Capacity Building

• Build the MEAL capacity of programme staff around concepts, tools, data collection, quality and analysis.
• Build the capacity of MEAL staff in their knowledge and understanding of MEAL good practice.

MEAL Networking & Regional Learning

• Contribute to Medair’s Regional and Global MEAL Community of Practice, sharing learning and experience from the Syria context and drawing on Medair’s wider experience regionally and globally to strengthen MEAL in Syria.
• Network with senior MEAL staff from other humanitarian agencies in Syria to share learning and experience around health and nutrition, shelter/NFI, WASH and protection-related issues.

Representation

• Develop and maintain, as appropriate, high level relationships with Ministry of Health, UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness and partnerships.
• Accompany donors on field trips and ensure programme details are transmitted.
• Represent Medair, as appropriate, at national health cluster, working groups, with national and/or local government departments, facilitating supportive synergies and overall progress.

Staff Management

• Line manage the Senior MEAL Officer, MEAL Officer, IM Officer, Senior ICT Assistant, ICT Assistant.
• Hold regular meetings with line managed staff, and teams, to review progress and achievement of objectives.
• Encourage the professional development of all managed staff and teams, including in assessment and MEAL skills and good practice.
• Assist in the recruitment of staff.

Qualifications

• Degree in public health, biostatistics, international development or other relevant social science.
• Strong working knowledge of English and French (spoken and written).

Experience / Competencies

• 3 years of relevant work experience in a humanitarian setting.
• 2 years working in MEAL / equivalent, including research and evaluations.
• 2 years of management including proposal and report writing.
• Experience in survey design, data collection, data management, analysis and use, in humanitarian or development settings, including using software such as Excel, ODK, Kobo, SPSS, STATA and EPI info.
• Experience working in a cross-cultural setting. Good inter-personal and conflict resolution skills.
• Problem solving ability, excellent communicator, good numerical and report writing skills.
• Able to develop and maintain effective relationships with internal and external stakeholders.
