Job Description

Background:

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

Humanitarian and protection needs inside Syria are overwhelmingly resultant of the effects of the ongoing conflict in a complex emergency situation, in which displacement remains prevalent. According to the UNOCHA, 13.5 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.5 million people are IDPs - over one third of the total population, including those forced to leave the country, and more than 40% of the current population living inside the country.

Our Ideal Candidate:

Our ideal candidate is a university graduate, with a minimum of 5 years’ experience from a senior management position in a humanitarian/recovery context. NRC is particularly looking for a manager with the strength and vision to support fresh and innovative teams of highly professional staff across our areas of operations. A strategic thinker, with strong project management skills and an individual with a solid understanding of the Syrian context and the donor landscape involved is highly valued. Candidates with a thorough understanding of, and experience working with all phases of Project Cycle Management are particularly encouraged to apply.

Role and Responsibilities:

The Area Manager is responsible for ensuring high quality and cost effective programme/project implementation within the designated geographical area, in compliance with NRC and donors’ policies and procedures. S/he will represent NRC at area level and represent area priorities within the Country Management Group. As a member of the leadership team the Area Manager ensures that staff observe NRC’s Code of Conduct and other guiding principles and that NRC’s financial, human and other resources are carefully controlled to ensure maximum impact for affected communities is achieved.

Position Responsibilities include:

• Line management for senior project staff and support functions in the area
• Member of the Country Management Group (CMG)
• Compliance with and adherence to NRC policies, guidance and procedures
• Provide area specific input on CC strategies, Country Strategy and Plan of Action
• Organize grants opening and closure meetings at area level
• Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies
• Assess needs, develop emergency response and implement response plans, including cash-based interventions and market based programmes
• Ensure optimal use of resources within the allocated project budgets and CC strategies
• Represent NRC and networking on area level
• Ensure that capacity building is provided to all staff in the area
• Ensure overall security and safety of staff in the area
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Build a strong Area Office with clear functions vis-à-vis external actors in the area as well as the country office, while remaining in close contact with other area offices.
• Develop with equal focus projects on WASH, shelter, capacity building and LFS ensuring the adoption of new methodologies including cash.
• Ensure Master Budget is covered and up to date at all times, reflecting cost-efficient use of the available funding.
• Lead by example the teams on the ground on NRC’s core values (dedication, innovation, inclusion and accountability).
