Location: Liberia. Based in Monrovia, with frequent field visits to Rivercess, Grand Kru, Grand Cape Mount, Margibi, Grand Bassa, Sinoe, and Bomi

The Member States of the European Union have decided to link together their know-how, resources and destinies. The European Union is one of the largest international development cooperation partners of Liberia.

This project is funded under the EU-Liberia Agriculture Programme. It is part of the 2014-2020 National Indicative Program (NIP) for the 11th European Development Fund which has been developed and agreed with the Liberia Government and allocates €279m of EU funding to support good governance, energy, education and agriculture. The PARTNERS project is funded by the EU with €12m and will be implemented from 2018 to 2022.

The overall objective of the EULAP-Partners programme is to improve the productivity and sustainability of nutrition sensitive agriculture at the level of smallholder farmers. The Programme Manager will supervise a team of dynamic programme staff and report to the Country Manager. Additionally, the Programme Manager will provide support to the implementation of other SPARK programmes and related activities.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

Operational Management:

? In collaboration with the Country Manager and in compliance with SPARK’s policies and procedures, executes and ensures smooth progress of operational, administrative, and logistical matters of the Liberia office and activities in country;
? Coordinate management of all procurement;
? Coordinate the management of all organizational assets and inventory
? Support Finance Officer in development and execution of contracts
? Develop and maintain appropriate country security and contingency plans for all kinds of emergencies.

Programme Management:

EULAP
? Responsible for the planning, implementation, evaluation and reporting of the programme;
? Manage SPARK’s EULAP-Partners programme team and provide direction for programme implementation;
? Develop programme Annual Work Plan;
? Work closely with EULAP-Partners Consortium on the start-up of the programme, and manage programme start-up and on-going implementation in line with project objectives, milestones, and targets;
? Responsible for sound programmatic, technical, financial, and administrative management;
? Compile progress and financial reports, including donor reports as required;
? Prepare funds requests in collaboration with SPARK’s Finance Officer and Country Manager;
? Monitor and track programme milestones and targets in line with programme M&E framework, to ensure achievement of results;
? Adapt and integrate best practices/innovations for on-going programme enhancement;
? Recruit and select local and international implementing partners according to donor’s requirements;
? Manage local and international implementation partners with the implementation and evaluation of the assigned EULAP-Partners programme components;
? Manage workshops/training activities of beneficiaries and local implementing partners;
? Manage collection and tracking of requirements/deliverables from local and international implementing partner organizations;
? Responsible for programme internal and external communication processes, as well as programme promotion and visibility activities;
? Attend regular EULAP technical working group meetings and Consortium Coordination Group meetings, if necessary.

AfBD-YEEP
• Provide backstopping support to the Team Leader of the AfDB-YEEP project.

General
? Represent SPARK in lobbying and advocacy activities related to the programme;
? Contribute to the development, enhancement, and outreach of the SPARK Hub Liberia social media channels and SPARK’s website;
? Establish and maintain contacts with relevant stakeholders from the agriculture and private sector;
? Liaise with government and business stakeholders to ensure the impact of the programmes and synergy with other relevant initiatives in Liberia.

Requirements and Skills

? Bachelor’s or master’s degree in business administration, Business Management, International Development, Project Management or other relevant departments (master’s degree is preferred);
? Proven experience in programme development/management with a thorough understanding of project/programme management techniques/methods;
? Excellent knowledge of performance evaluation and change management principles;
? Advanced English is must (strong reading, writing and speaking skills in English language);
? Proven IT skills, especially knowledge of MS Office;
? Outstanding leadership and people’s management skills;
? Outstanding organisational and time-management skills;
? Accurate, structured and precise;
? Good communication and social skills and the ability to work in a multicultural setting with young generation;
? Ability to approach challenges with flexibility and a positive attitude;
? Entrepreneurial, responsible, proactive and being able to work with high workload/pressure.
