Purpose of this Assignment
The cooperation with Talikala ends on 31 December 2022 after a 6-month no-cost extension. This final evaluation will assess the project’s contribution from 2018 to 2022 towards building allies and support and documenting progress with decision makers to address the sustainability of the campaign on the prevention of trafficking in persons and online sexual abuse and exploitation of children. Equally important, the evaluation will focus on the process and the adaptability to changing circumstances rather than simply assessing tangible results.
To generate substantive evidence-based knowledge, the OECD-DAC evaluation criteria: relevance, sustainability, and impact shall be used to better capture linkages, partnership dynamics, and the complexities of lobbying and advocacy.
The evaluation shall integrate human rights, social inclusion, gender dimension, and other non-discrimination approaches as cross-cutting issues into its methodology and deliverables.
Lastly, the evaluation shall make reference to the overall impact of COVID-19 on the members of the social structures, the partner organization, and on project results.
Scope
The final evaluation shall cover the period from January 2018 to September 2022 in Davao City.
The evaluation shall have a total assignment period of no more than 25 days with the following deliverables:
- Inception report - 5 days
- Draft evaluation report - 15 days
- Final evaluation report - 5 days
Criteria and Guiding Questions
This section proposes the questions that, when answered, will give intended users of the evaluation the information they seek to make decisions, act, or add to knowledge. Questions should be grouped according to the OECD-DAC evaluation criteria: (a) relevance; (b) sustainability and (c) impact; and include human rights, social inclusion, and gender dimensions. The consultant will suggest the questions, and these will be agreed to by AWO International.
Coordination
The evaluation will be carried out during a pandemic situation that is likely to have implications on field-based research and data collection. If affected by restrictions, the consultant and AWO International will discuss and consider alternative methodologies. This could include the use of virtual meetings, interviews, conferences, and other means feasible.
The evaluator is independent from the donor, or any partner and stakeholder involved in the project to be evaluated.
Throughout the evaluation, all parties involved abide by the principles of dialogue and transparency. Continuous and timely communication and consultation will ensure a smooth implementation and valuable results.
Profile of the Evaluator
- Advanced University degree in Development Studies, International (Asian) Studies, Gender Studies, Community Development, Statistics, Social Sciences, or related field.
- At least five (5) years proven experience in evaluation of Lobbying and Advocacy programs and projects.
- At least five (5) years experience in engaging with Government, Community-Based and Civil Society Organizations (CBOs).
- Substantial knowledge in women and children and trafficking issues.
- Knowledge of the local context (Davao City).
- Excellent qualitative and quantitative research skills, and analytical and report-writing skills.
- Proficient in English and Bisaya.
The Consultant will respect the confidentiality of AWO International’s and its local partner’s data, and information made available to her/him during this evaluation. Documents and data sets produced in the course of his/her assignment can be used for the tasks under this ToR. S/he is to sign a confidentiality agreement along with the contract of service.
Payment Details
The payment schedule follows the requirements of the back donor.
50% upon submission of the Inception Report
50% upon approval of the Final Evaluation Report
10% tax shall be withheld.
