Humanitarian Coordinator – Ukraine Response

You will join PATRIR’s “All for Ukraine: Global Humanitarian Response” Team. Primary focus will be on supporting humanitarian transports to Ukraine, including food and medicines. This will include logistics and order management, supply chain management, coordination and communication with partners. We are looking for a highly capable and motivated candidate to join our core humanitarian response team on Ukraine. Ideally, we would like a candidate that wants to join PATRIR’s long-term work on Ukraine, combining emergency humanitarian response with with longer-term support for recovery and peacebuilding in Ukraine. We particularly encourage Ukrainian candidates to apply and candidates with significant humanitarian experience.

Core parts of our Ukraine Response: PATRIR addresses both direct humanitarian shipments and supplies to Ukraine with a focus on full aid transparency and accountability and supporting Ukrainian partners leading humanitarian response, and support to the Ukrainian community in Romania, in particular in Cluj. We take an empowerment, and human-dignity and respect-based approach to humanitarian solidarity and support.

About “All for Ukraine: Global Humanitarian Response”

All for Ukraine Global Humanitarian Response and Refugee Support is PATRIR’s dedicated program responding to the war and humanitarian crisis in Ukraine and supporting Ukrainian refugees abroad. The program is implemented in partnership with a range of Ukrainian and international partners, as well as Romanian civil society organizations (NGOs), local government authorities, schools, companies, cultural organizations and more. All for Ukraine recognizes that it is the people of Ukraine who are the true heroes of responding to the humanitarian emergency in the country. We are committed to ensuring the aid reaches where it is needed, and to whom needs it. We will continue to work to support the people of Ukraine throughout the humanitarian emergency and beyond – to help Ukraine rebuild and recover following the war. Core areas: Building ties and cooperation with humanitarian partners in Ukraine; Managing Humanitarian Response; Coordination of Humanitarian Shipments; Procurement and sourcing of medical and food aid; building up supply chains / supply lines; transport coordination; coordination with international humanitarian partners. Ideally: should include working with colleagues in the humanitarian response team to develop our program lines and funding with both small and large donors.

Main Responsibilities

You will be a core team member in PATRIR’s Humanitarian Response Team involved in the daily work of managing and coordinating humanitarian shipments and support to Ukraine. You will also represent PATRIR in humanitarian coordination meetings. Ideally you should be able to support further growing our humanitarian response to Ukraine and building strategic partnerships and collaboration with partners and institutions in Ukraine as well as internationally.

Key Tasks & Duties

• Management and Coordination of Humanitarian Response to Ukraine, focusing primarily (though possibly not exclusively) on medical and food shipments (our larger programme in Ukraine also includes support for psycho-social, mental health and trauma recovery; support for youth empowerment and response to the war; strengthening resilience, recovery and social inclusion in Ukraine);
• Management of procurement and logistics with the Humanitarian Response Team
• Ensuring implementation of our Humanitarian Response Monitoring & Evaluation Framework on and proper tracking and tracing on all orders
• Actively communicate and engage to build partnerships and stakeholder relationships inside Ukraine and with partners in Europe and globally involved in humanitarian and emergency response in Ukraine
• Take part in national and international humanitarian coordination meetings and briefings, inputting as required from PATRIR’s response and reporting back to the team
• Ensure with our Financial Officer proper oversight and monitoring of contracting, budgeting and expenses on humanitarian orders
• Comply with all relevant policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies
• Participate in humanitarian assessment missions and writing / presentation of briefings and reporting on needs and situation assessments in Ukraine
• Ensure integration of humanitarian interventions to maximize the impacts of the interventions – starting from the beginning to plan and integrate immediate/short- term, medium, and long-term response measures
• Ensure production of high-quality donor reports, internal narrative reports, and collection, analysis, and dissemination of relevant information and data relevant to the response.
• Work with Communication Coordinator to ensure timely submission of the situation report for the humanitarian response
• Work closely with the PATRIR team to ensure that a complaint response mechanism in place and well-maintained
• Work closely with specialists to document good practices and lessons learned to promote learning on humanitarian interventions to inform future responses

ROLE REQUIREMENTS:

To be considered for this position candidates must have the following competencies:

• University Degree in Humanitarian Aid, International Development Cooperation, Refugee Studies, Social Sciences, or related fields of social development, social work, conflict and peace studies, human rights, international relations, etc.
• Candidates who may lack field- specific academic studies but have extensive professional experience and qualifications will also be considered.

Experience & Skills:

• Preferably: 3 – 5 years’ experience working in humanitarian or emergency response
• University degree in relevant area (preferred)
• Ability to work collaboratively as part of a team as well as independently as required.
• Skills and experience in: Humanitarian Response; Humanitarian Coordination; Project Leadership & Management; International Development Assistance; Monitoring & Reporting; Development or Aid Budget Management; Safeguarding and Child Protection (a plus); Gender-Sensitive & Gender-Responsive Programming (a plus)
• Substantial people and programme management experience with good interpersonal skills and the ability to communicate at all levels.
• Ability to produce high-quality reports.
• Ability to travel to remote areas affected by disasters with short notice.
• Ability to work in irregular working hours, especially at the onset of an emergency.
• Representational, political awareness, and advocacy skills.
• Ability to work independently
• Fluency in written and spoken English is a necessity. Ukrainian and/or Russian or Romanian language expertise highly valued.

Job Specifications: Summary

Position: Humanitarian Coordinator: Ukraine

Location: Cluj-Napoca, Romania. Applicants must already have the right to work in the EU and ability to relocate to Cluj-Napoca, Romania within 2 – 4 weeks maximum.

Language Requirements: English Fluency is required. Knowledge of another language – in particular Ukrainian and/or Romanian – would be an excellent addition.

Duration: Initial contract duration for 6 months with the intention to extend. This position will most likely be planned for a 2-year+ duration with an opportunity for further renewal.

Salary Range: The salary range is from Euros 1200 - 1400 per month net (after taxes) depending upon qualifications and experience.
