INPRO implements several on-going research projects, including many in the water, sanitation, and hygiene (WASH), infrastructure, and related sectors, and has developed close collaborative relationships with researchers, survey firms, and policy think tanks in numerous countries.

About the Position
NORC seeks a full-time Assessment and Design Team Leader to support the United States Agency for International Development (USAID) Inclusive Development Activity for Mission Support (IDAMS) with the Bureau for Development, Democracy, and Innovation (DDI).

The Assessment and Design Team Leader will be an executive with extensive management experience, strong communication and leadership skills, and a background in international development, particularly program design, evaluation, and learning. The position is contingent upon award.
IDAMS is a 5-year USAID task order to support USAID missions and DC based operating units to engage and support marginalized under-represented populations and/or people in vulnerable situations. This includes children in adversity, Indigenous Peoples, LGBTQI+ people, persons with disabilities, victims of torture and those with unmet mental health needs, and youth.

IDAMS will provide services across three components:
Component 1: Analyses to further inclusive development
Component 2: Technical assistance
Component 3: Monitoring, evaluation, focused research, and knowledge management on inclusive development topics and populations

Responsibilities
Detailed responsibilities of this position are enumerated below. The expected start date for this position is October 1, 2022. The position will be based in Washington, DC.
• Lead diverse assessment teams
• Oversight and coordination of studies, evaluations, assessments, and technical assistance scopes of work
• Recruitment and management of team members and short-term technical experts and local data collection firms
• Lead NORC’s contributions to USAID/DDI’s efforts to deliberately draw contextual, programmatic, and operational learning from its monitoring, evaluation, and analytical and assessment efforts
• Facilitate the transformation of learning into adapting
• Other related duties as assigned.

Qualifications
• Minimum of a master’s degree in international development/studies, social sciences, evaluation, cultural anthropology, human rights, conflict mitigation/prevention, or public health
• Extensive applied analytical experience related to program design, evaluation and learning
• A minimum of 7 years knowledge and experience engaging on Inclusive Development (i.e., children in adversity, Indigenous Peoples, LGBTQI+ people, mental health, asylees/IDPs/migrants, persons with disabilities/physical rehabilitation/assistive technologies, racial equity, religious/ethnic minorities, youth)
• Understanding of inclusive development concepts and issues
• Experience working with, soliciting feedback from, and facilitating projects with members of the intended beneficiary population
• Knowledge and experience in performance evaluation designs, methodologies, and practical applications
• Experience in the design, testing, and deployment of data collection instruments (e.g., questionnaires and interview guides)
• Excellent team leadership, management, and communication skills
• Familiarity with USAID strategic planning and activity design preferred
