Vacancy Announcement: Grant Program Manager

The Pacific Salmon Commission (PSC), an international organization responsible for transboundary salmon fisheries management in Canada and the United States, is seeking a Grant Program Manager. This is a senior position within the PSC Secretariat reporting to the Executive Secretary. In coordination with Secretariat staff, members of the PSC’s fund committees (Committees), and the PSC’s Yukon River Panel (Panel), the incumbent is responsible for overall administration of three major grant programs and support for supplemental programs as required (currently this includes the Mark Selective Fishery Fund grant program).

Major duties

The incumbent will serve as the authority and primary contact on PSC grant programs. In particular, the successful candidate will:

• Oversee the annual process for each grant program. This includes launching requests for proposals as guided by Committee/Panel priorities, facilitating the project review and selection process, and working with successful proponents to enter and execute grant agreements.
• Work with the Fund Assistant to maintain and improve tracking of project applications, the status of active projects, and archival records while making timely information accessible to decision makers and the public as appropriate.
• Work with the Committees’ investment consultants, investment managers, custodian bank, the PSC Director of Finance, and other advisors as necessary to ensure the proper financial administration of the funds and to implement changes to the Committee’s investment portfolio as necessary.
• Support Committee/Panel meetings by working with Co-Chairs to prepare agendas, reports, minutes, and action item tracking.
• Support the Yukon River Panel Communications Committee in strategic and tactical decision making.
• Facilitate communication among the Fund Committees, Yukon Panel, Commissioners, Secretariat staff, and other bodies.
• Provide an annual report to the PSC Commissioners about fund expenditures, status of the master trust, and other significant issues as directed and provide reports to the Committees/Panel on the status of relevant grant programs and other matters.
• Organize and lead visits to project sites as directed by the Fund Committees and Yukon Panel, using these visits as an opportunity to document major achievements in funded projects through photography, videography, website postings, and other means.
• Help design and implement any future grant programs, as decided by the PSC.
• Supervise a full-time Fund Assistant and part-time Administrative Assistant.
• Generally assist the Fund Committees / Yukon Panel with their functions as needed.

Salary and benefits

Salary range: $98,709 – $124,924 CAD, which is equivalent to the Canadian Public Service classification for a CO-3. Benefits include a defined benefit pension plan, extended health and dental care, and health savings account. Members of the Canadian Federal Public Service may transfer all pensionable service to the PSC pension plan, and vice-versa. This job is open to Canadian and non-Canadian citizens.

Minimum Qualifications

• Bachelor’s degree in resource management, conservation, business, or other relevant field;
• Demonstrated experience in implementing a large-scale grant administration program;
• Excellent English communication skills, written and verbal, to explain technical information to a variety of audiences;
• Proficiency in Microsoft Office Applications (Word, Excel, PowerPoint);
• Demonstrated ability to work efficiently while under time constraints on multiple projects;
• A high degree of adaptability and ability to cooperate with people from different backgrounds;
• Valid passport and ability to cross the U.S./Canadian border regularly.


• Experience in leading and managing staff;
• Knowledge of photography/videography/drone operation;
• Understanding of financial markets and the fundamentals of investing;
• Comfort with cloud-based databases (our grant programs currently use Airtable)
• Experience with interjurisdictional, Tribal/First Nations, or international fisheries management organizations.
