The offer was put forward by South Korean Foreign Minister Kang Kyung-wha, who invited her North Korean counterpart Ri Yong Ho to sit in a discussion with her.
However, North Korean media reported that it could not be arranged while the country faces threats from the US.
In another blow for them, the Kim Jong-un led state faced new sanctions from the United Nations on Saturday.
Reacting to the ban, the state-run KCNA news agency said that the sanctions were a "violent violation of our sovereignty" and said that the nation is considering actions against it.
Meanwhile, US President Donald Trump expressed his delight over Twitter following UN's decision.
"Just completed call with President Moon of South Korea. Very happy and impressed with 15-0 United Nations vote on North Korea sanctions,' his tweet read.
According to the new sanctions, importing coal, seafood, iron and iron ore, lead and lead ore from North Korea is banned.
Under the new rule, no country can hire or receive North Korean workers.
Countries have also been barred from entering into ventures from North Korea.
The member states will have to report with 90 days on how they have gone about the job.
