1. Job Summary

The Post Conflict Stabilization Officer will support the IGAD Special Mission to Somalia initiatives and contribution to the post conflict reconstruction and peace- building efforts of Somalia. The officer is also a technical lead for the implementation of ISMS’s project “Support to Effective Peace Building and State Building in Somalia”. He/She will liaise with national, regional, international, local and other relevant institutions and stakeholders on behalf of ISMS to successfully play significant role and contribution to the Post Conflict Reconstruction related frameworks and peace building efforts in Somalia.

2. Duties and Responsibilities

Under the overall guidance of the Head of Mogadishu Office and in close collaboration with the programme and finance staff, the incumbent shall be responsible for the following:

2.1. Key Functions

• Technical leads for the implementation of the project “support to effective peace building and state building in Somalia”. The officer will develop necessary documents for the implementation of projects/activities such as work plans, concept notes; briefing notes, talking notes and will ensure targets are met;
• Develop project and implementation plans and regular progress and mission reports;
• Identify and address emerging project implementation issues on a regular basis;
• Work closely with appropriate government institutions, project stakeholders and development partners to ensure progress on post conflict reconstruction and peace building within the framework of the project;
• Liaise, follow-up and provide up-to date and regular report on the status of the implementation of the project;
• Maintain project stakeholder contacts in related to post conflict reconstruction and peace building portfolios;
• Facilitate/contribute to capacity building and peace building interventions;
• Undertake regular analysis on the dynamic of post-conflict reconstruction and peace building in Somalia, plan an appropriate and coordinated response, provide inputs for interventions;
• Work closely with government institutions and development partners on planning and implementation to ensure coordinated effort on post conflict reconstruction and peace building initiatives;
• Enhance knowledge management, record appropriate lessons for further project planning and management;
• Enhance visibility of the project achievements through communication and coordination with all appropriate stakeholders;
• Represent ISMS through active participation in all appropriate forums as assigned;
• Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, and project stakeholders;
• Perform other related duties, as required.

3. Required Skills and Experience

3.1 Education

Master’s degree from a recognized university in political sciences, international relations, development studies, social sciences, conflict and peace studies or other related fields.

3.2 Experience

• At least 5 years of progressively responsible experience working in a post conflict setting in an international or regional organization;
• Extensive experience in peace building and state building initiative;
• Experience in a multi-cultural environment;
• Prior experience in the Horn of Africa highly desirable.

4. Key Skills and Competencies

• Sound skills and demonstrated experience in project implementations, facilitation, and multi-stakeholder processes;
• Familiarity with, security, political analysis and conflict prevention, management and resolution issues (planning, the design of table and agenda, engaging excluded/disadvantaged groups etc);
• Ability to work under minimum supervision;
• Ability to think fast;
• Respect for confidentiality;
• Excellent communication skills;
• Computer literate.

5. Language Requirements

• Fluency in both written and spoken English.
• Fluency in both written and spoken Somali.
• Knowledge of Arabic language will be an added advantage
