SERVIR-Mekong Communications Lead
The Asian Disaster Preparedness Center (ADPC) is an intergovernmental autonomous organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.
In addition to its headquarter in Bangkok, Thailand, ADPC currently has offices or representation in 11 additional countries.
Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for disaster risk reduction and climate resilience in an effective manner.
ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management,
Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration and Strategic Planning departments. In addition to the departments, ADPC address three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.
ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of
examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation.
The Geospatial Information Department
The overall goal of the Geospatial Information Department of ADPC is to increase uses of geospatial technology, data, and information by countries in Asia for supporting decision making related to disaster risk management and climate resilience. The department supports all thematic areas of focus of ADPC to achieve its goals, mainly through:
• Increased accessibility and technical capacity to develop, maintain, and use geospatial information including disaster and climate risk maps, forecasted and real-time disaster data
for early warning, and damage data for post-disaster assessment and recovery planning,
• Increased awareness by decision-makers on applications of geospatial information in disaster risk management and climate resilience decision making, and
• Geospatial solutions, such as tools, models, and data, customized to the demands of stakeholders SERVIR is a global program that provides the scientific and technical know-how to help developing countries use geospatial information and technologies to achieve sustainable development.
SERVIR-Mekong will promote the use and availability of publicly available satellite imagery and related geospatial decision-support tools/products to help key stakeholders and decision-makers in Myanmar, Cambodia, Laos, Thailand, and Vietnam better predict and manage floods and other natural disasters, improve agricultural risk management, manage land-use more sustainably, and help governments and communities increase resilience to the negative effects of climate change. Statement of Intent:
The SERVIR-Mekong Communications Lead will lead all communications efforts for the SERVIRMekong program through targeted and innovative communications. The Communications Lead is responsible for connecting with the SERVIR-Mekong scientists, extract scientific information, and translate them into impactful media (often non-scientific) and outreach across key external online and offline communications channels.
It is expected that the Communications Lead will deliver compelling impact stories, brochures, factsheets, and stories from events that reinforce the image of SERVIR-Mekong while supporting regular and efficient sharing and exchange of information through effective internal communications. Lastly, the Communications Lead takes responsibility for the
improvement/revision and implementation of SERVIR-Mekong’s communications strategy, branding and marking strategy, and communications/media policies, procedures, and systems.
The Communication Lead is also responsible for submitting regular event bulletins to USAID RDMA, updating and maintaining the SERVIR-Mekong external website, and updating the ADPC social media channels with SERVIR-Mekong related events. He/she will also closely work with the other SERVIR-Mekong team members, NASA, USAID, and the SERVIR Support Team in fulfilling communications functions within SERVIR-Mekong as well as supporting SERVIR’s global communications efforts.

• Operate within all ADPC Guidelines & Procedures/ Policies;
• Provide ongoing capacity building training & development to ADPC staff as required.
Required Qualifications / Selection Criteria:
• Advanced Degree in Science Journalism, Communications, International Development or scientific subjects relevant to SERVIR-Mekong such as Environmental Science;
• Minimum 7 years of experience in translating science into impactful writing for nonscientific readers;
• Demonstrated understanding of scientific subjects such as geospatial information, environmental and/or disaster science, and climate resilience;
• Demonstrated technical skills in the production of communication products for print and online;
• Experience developing and implementing effective communications strategies for development audiences at a range of scales;
• Exemplary English writing and editing skills (writing samples/writing test will be requested)
• Experience in managing the content of a website;
• Excellent research skills;
• Demonstrated skills in documentation and knowledge management interventions;
• Advanced computer literacy - including presentation software, publishing, and MS Office;
• Experience delivering presentations to large audiences, and important stakeholders, including academia, Government and non-government;
• Experience working with USAID programs beneficial, including reporting, writing success stories, work planning, etc.
• Knowledge of the development context of the Lower Mekong region considered a plus;
• Web development experience considered beneficial

Languages: English is the working language of ADPC. For the post advertised, fluency in English is required. Knowledge of another language is an advantage.
Duties and Responsibilities:
The SERVIR-Mekong Communications Lead will:
• Take lead in developing web news articles and social media posts capturing key events and promoting milestones/achievements/impact in SERVIR-Mekong;
• Review/revise and maintain an engaging communications strategy and the branding & marking guide for SERVIR-Mekong;
• Provide inputs for annual work plans, bi-annual progress reports, and annual reports;
• Review and edit reports drafted by other SERVIR-Mekong staff and partners as needed/assigned;
• Work with the SERVIR global team to ensure SERVIR-Mekong products, news, and updates are properly presented in the global site and microsites;
• Maintain the SERVIR-Mekong web site(s) and social media accounts with updated information, events, resources and report regularly on web analytics; and work closely with a geospatial web designer to enhance and maintain the SERVIR-Mekong geospatial database and its user interface;
• Regularly liaise with the communication teams of USAID and the SERVIR-Mekong consortium partners;
• Design event collaterals (e.g. announcements, banners, booths, posters, etc.);
• Work closely with the Knowledge Management Specialist and other consultants as required in the development of knowledge products and user engagement activities;
• Work closely with the SERVIR-Mekong Chief of Party, the M&E Lead, and the User Engagement Lead to implement the SERVIR Service Planning approach;
• Support the ADPC communications as requested, such as the ADPC Annual Reports and key events;
• Other responsibilities for SERVIR-Mekong and ADPC as assigned. Reporting and Working Relationships:
• Reports directly to the SERVIR-Mekong Chief of Party.
• Coordinates with and maintains partnerships with various SERVIR-Mekong partner institutions.
Contract Duration: Two (2) years contract with possibility of extension.
