Assignment Title: Consultancy for Social Safeguards Specialist

1.0 Background

The Government of Malawi has received financing from the World Bank toward the cost of the Malawi Electricity Access Project (MEAP) being implemnted by Ministry of Energy and Electricity Supply Corporation of Malawi (ESCOM) Limited. ESCOM intends to apply part of the proceeds for consulting services for the position of SocialSafeguards Specialist

The Position: Social Safeguards Specialist (1 Position)

The Social Safeguards Specialist is part of a larger Project Management Team, which comprises the Project Manager, Procurement Specialist, Social and Gender Inclusion Manager and other specialists. In executing the duties as outlined under item 4, the Social Safeguards Specialist will act in a manner to ensure that all transactions related to the project are consistent with procurement regulations, Public Procurement and Disposal of Assets Act of 2017 and all other relevant guidelines and policies.

The Social Safeguards Specialist is expected to work in close coordination with the Environmental Specialist, the Social and Gender Integration Manager and other officers within the PIU.

Specific Tasks:

• Review the Project related documentation to better understand the implications of proposed project activities and determine whether or not a Resettlement and Compensation Action Plan will need to be prepared.
• Undertake an assessment of project affected persons (PAPs) (defined as those who may be relocated, or whose incomes or livelihoods may be displaced or disrupted, by the project) including determining the socio-economic status of potential PAPs and Provide guidance on eligibility, valuation, compensation and other resettlement assistance, as needed, or when a Resettlement and Compensation Action Plan (RCAP) may need to be prepared;
• In a case where a RCAP may need to be prepared, facilitate and provide oversight for RCAP formulation and its implementation, including ensuring that resettlement compensation for replacement of lost assets and land access, as well as livelihood restoration activities, are successfully carried out.
• Conduct consultations with key stakeholders about the project, and acceptable resettlement and other alternatives, as appropriate;
• Develop arrangements for implementation and a monitoring and evaluation framework when a Resettlement and Compensation Action Plan (RCAP) may need to be prepared.

Reporting

The Social Safeguards Specialist will be reporting to the Project Manager for his/her everyday responsibilities.

Duration of Assignment

The Expert will be assigned for four (4) years full project period with a provision of renew of contract each year subject to satisfactory performance. The Social Safeguard Expert (Full Time) for MEAP is expected to work full time during office hours with required travels outside Blantyre within MEAP project related matters.

The Electricity Supply Corporation of Malawi Limited, now invites suitable individuals (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualification Criteria

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• A minimum of postgraduate degree in sociology, Anthropology, Sociology, Social Development, and/or Gender Studies
• At least 10 years’ postgraduate progressive experience related to implementation of energy infrastructure projects.
• He/she should have demonstrated knowledge and expertise in addressing social safeguards issues, ideally in donor funded projects
• Proven work experience in stakeholder engagement with development partners, project beneficiaries and Government agencies,
• Should have demonstrated expertise in social and gender inclusion activities including design and implementation of Resettlement and compensation Action Plan in line with World Bank standards.
• Full and fluent command of English, including the ability to set out a coherent argument in English in writing, presentations and group interactions.
• Good working knowledge of Windows-based computing programs, and electronic communication.

Location of Employment

The Social Safeguards Specialist will be based in Blantyre, but will be required to travel regularly to the project areas across the country and work closely with the Project Implementation Unit members and all other relevant stakeholders.

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations of IPF Borrowers” July 2016 Revised November 2017 and August 2018 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.
