Resident Director: Positive Youth Development Chief of Party:Philippines

The National Democratic Institute (NDI) is seeking a skilled Resident Director/Chief of Party based in the Philippines. The primary responsibilities of the position will be to provide overall management leadership and technical direction to the anticipated USAID-funded youth leadership program in the Philippines. A multi-year commitment is expected for this position. This position is contingent upon the availability of funding for the anticipated youth leadership program in the Philippines and donor approval of personnel. The Resident Director/Chief of Party will report to NDI's Regional Director for Asia-Pacific.

Primary Responsibilities

Provide overall management leadership and technical direction for NDI's youth leadership program in the Philippines, including the planning and coordination of activities at the grassroots, mid-level, and national level to support and harness emerging political leaders in the Philippines and incorporate youth - including young girls and boys - from underserved, urban marginalized communities and rural marginalized areas with the goal of developing an inclusive, representative next generation of civil society and political leaders;
Oversee the implementation of all aspects of the youth-led leadership program and activity concepts, design, strategy, objectives, results and indicators
Provide technical assistance and develop learning materials, as needed, to ensure a high quality of training and enriching exchanges for beneficiaries
Develop programmatic strategies and activities for the program, as appropriate, based on changing political conditions and in response to needs articulated by partners and/or funders
Establish and maintain strong working relations with the donor and diplomatic communities, international organizations, and in-country partners, including political and elected officials and local civic organizations
Coordinate and liaise regularly with program partners, including leading regular coordination meetings
Identify national staffing and consultant assignments in support of initiatives under the USAID-funded program
Work with DC-based staff on the development of proposals and concept papers that expand the scope of the USAID-funded program
Lead and oversee the drafting of field-based program reports, work-plans and other written materials related to the USAID-funded program
Oversee reporting for the program, ensuring that monitoring and evaluation data, activity reports, and monthly reports are submitted for review to DC-based program staff in a timely manner with thorough and high-quality data
Provide regular updates to DC-based team and USAID on political/security situation and other program related matters
Consult regularly with Washington-based staff on program progress
Serve as main point of contact with USAID on program matters

Financial/Administrative/Personnel Management

Oversee program spending and manage the reconciliation of program expenses
Provide day-to-day management and oversight of program staff in accordance with office and personnel management systems
Oversee subgrant issuance process and monitoring of performance for multiple simultaneous subawards
Ensure adherence to both NDI and donor financial regulations, and respect of procedures that guarantee the integrity of all financial transactions
Directly supervise local staff and international consultants to ensure that program activities are completed as planned and financial and program-related transactions adhere to internal NDI and donor regulations
Liaise with NDI's DC-based program team and administrative departments to ensure all significant administrative issues are addressed and resolved and that all follow-up is performed as requested, as it applies to the USAID-funded program
Ensure compliance with national laws, NDI and donor administrative and reporting requirements, as well as appropriate implementation of field office policies and handbook
Represent NDI and its program at public events and functions

Qualifications

Bachelor's Degree preferably in International Relations, political science, social sciences, education or related subject, Master's Degree preferred; A minimum of fourteen (14) years total experience with eight (8) years of experience in managing donor-funded programs on youth leadership, preferably related to youth political development;
At least five years experience in youth programming in the Philippines is preferred;
Prior experience as a Resident Director/Chief of Party for a major multi-year program in the field of democracy, human rights and governance;
Demonstrated technical expertise in youth political organizing and engagement; experience in gender mainstreaming and inclusion of marginalized populations strongly preferred,
Demonstrated technical expertise and the management leadership experience necessary to implement large USAID-funded international democracy and governance development programs;
Experience managing USAID-funded programs with large subgrant components;
Demonstrated understanding of USAID reporting and monitoring and evaluation requirements;
Ability to build, mobilize and lead a multidisciplinary team while managing the planning, technical direction, implementation, budgeting, compliance and reporting of democracy and governance programs in a complex political environment;
Ability to define and address issues as they arise, and to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
Demonstrated ability to work effectively with youth, civil society, political and government leaders, as well as members of the donor and diplomatic community;
Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;
Experience in results-oriented program design, strategic planning, and program evaluation;
Proven capacity to communicate skills and experience to others as a trainer and advisor;
Superior oral and written communications skills to effectively present information in a clear and persuasive manner;
Extensive project management and coordination skills;
Exceptional analytical skills for interpreting complex program and political issues;
Experience working and living in Asia;
Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;
Fluency in written and spoken English is required. Filipino language skills highly desirable;
Preference for those who can live and work in the Philippines without visa sponsorship.
