Call for Resumes – Philippines Youth Activity

EDC is requesting expressions of interest from qualified applicants for an anticipated 5-year, donor-funded youth project in the Philippines to support improved basic education and life skills for vulnerable youth. The activity outcomes will include improved literacy, life and employability skills; strengthened local capacity to deliver education and training service delivery; and strengthened youth leadership and engagement.

Job Description

The Senior M&E Manager is responsible for providing overall leadership, coordination, technical supervision of the project’s monitoring and evaluation activities, as well as the development of a workplan. The Senior M&E Manager will ensure active collaboration with program/technical managers to develop M&E tools and integrate M&E across all program components, identify and develop the tools needed to measure program impact on youth and resilience, and manage all M&E staff and contribute to project’s reports.?

Furthermore, the?Senior?M&E Manager will manage?all activities associated with monitoring and evaluation activities, will contribute to an effective tracking of implementation progress and accomplishments, as well as documentation and dissemination of project results.

Qualifications

- A college/university degree in education, social sciences, or a related course; a?Master’s?degree in relevant field an advantage

- At least?8?years of relevant work experience in monitoring and evaluation, preferably in Donor-assisted project?

- Outstanding and effective oral communication and writing skills in Filipino and English

- Extensive experience with monitoring program implementation using qualitative and quantitative approaches

- Experience using data analysis packages such as SAS or SPSS and database management systems, preferably Access

- Experience in developing and coordinating data collection, processing and analysis systems

- Demonstrated capacity to work effectively with teams

- Excellent people skills at all levels, cultural sensitivity, ability to work well under pressure, negotiate diplomatically, and the ability to work well in a multicultural and multidisciplinary work environment

- Willingness to work and travel in all project areas?

- Excellent oral communication skills in Filipino and oral and written communication skills in English
