For the Cordaid Country office in Central Africa Republic (CAR), Cordaid is looking for a Field Coordinator CAR Joint Response Project

Introduction
The CAR Joint Response is in its 6th response year in 2020. The joint response started out with 7 partners, and currently it consists of 5 partners (PLAN, ICCO/ACT Alliance, Cordaid, SV, SOS Children’s Villages); Cordaid (lead), PLAN and ICCO are the Responsible Task Force. Our main objective is to alleviate human suffering through the effective and efficient implementation of humanitarian response activities.
For the last years, the focus of the response has been on Ouham and Ouham Pendé, but coming year the area of intervention will be increased to Mbomou and Nana-Grebizi prefectures. These prefectures are chosen based on the needs in the country (number of people in need, number of IDPs, funding gap per sector, presence of humanitarian actors, accessibility), the areas of expertise and the (longer term) presence of the joint response partners. The joint response is coordinated at Bangui level by a Field coordinator in presence all consortium members with the support of Humanitarian Program Coordinator at country level in aim to have improve the quality of intervention at field level by respecting the guideline of DRA and objectives agreed initially.

Position and responsibility
S/he will be responsible for the effective implementation of the various components of the Dutch Joint Humanitarian Response Programme for CAR and ensure effective coordination among the implementing members and local partners in CAR and the donor in the Netherlands.

General objective
Support project design, preparation of programme proposals, support in the reporting of the humanitarian programme including donor reports, establishment and maintenance of knowledge management systems within Cordaid CAR.
Support the humanitarian coordinator in the formulation and development of advocacy strategies in line with programme objectives at country level and towards partners, potential donors, beneficiaries, government and other public relations targets.
Together with the other members of the humanitarian assistance unit, as a single team; support the humanitarian coordinator in seeking out new projects, implementing them and reporting on the progress of activities for the extension of the department not only to the CARJR-project

Specific Objectives
Preparation of Joint Response (JR)
• Prepares for the JR planning/design workshop (or other planning process), e.g. further defining guidelines, consulting in-country JR members on their plans and collecting scenario information necessary for guiding discussions ahead of the workshop;
• With NL lead, co-facilitates the JR planning workshop to define the JR strategic priorities and plans, and confirm programme logframe and (joint) budget allocations. In case the JR members cannot come to an agreement on the design of the JR during the planning workshop, the RTF and Field Coordinator have a decision-making mandate.
Implementation of JR
• Facilitates and leads the process of programme review and revision at country level, ensuring flexible use of funds and including providing advice to NL level on budget reallocations (between members) where appropriate;
• Coordinates with other Joint Response Field Coordinators, as needed, including participating in Field Coordinator online meetings and attendance at a Field Coordinators meeting in the Netherlands once a year, to share approaches, lessons learned and best practice in JR field coordination.
Joint Budget
• Steers and facilitates the development and implementation of actions plans by JR members on the four DRA Strategic Priorities: 1) Encouraging Collaborative Impact; 2) Strengthened accountability to beneficiaries; 3) Localization of Aid and 4) Supporting Innovation;
• Organizes regular coordination and technical meetings between JR members, chaired by the Field Coordinator or JR members.
Communication with NL JR lead focal point
• Regularly updates the NL JR focal point on the progress of the JR, collaboration and joint activities carried out;
Close of JR and reporting
• Responsible for the logistics and facilitation of any end evaluation in country;
• Providing any support and information necessary for the audit for the joint budget local costs.
Programmatic responsibilities for others Humanitarian projects
• Work with the Humanitarian Programme Coordinator to design new programmes based on lessons learned from Cordaid’s programme and the experience of other organisations;
• In collaboration with the Humanitarian Program Coordinator, ensure that M&E plans are in place for development and emergency programs and monitor to ensure that teams clearly know what information needs to be collected for monitoring purposes;
• Participate in the translation of key documents from French to English and vice versa, as required;
• Facilitate and advise implementing partners on reporting tools and adherence with MoU requirements and strategies; ensure timely and quality reporting to the lead agency in the Netherlands for review and ultimate donor submission;
• Ensure timely reporting, review and provide feedback on compliance, progress, quality and completeness to members;
• In coordination with NL lead coordinator ensure that guidance on budget realignment and programme revisions are shared with all members in country.

Qualifications
• Master’s degree in development, Social Sciences or relevant discipline;
• Specialization or relevant experience in the field of humanitarian and recovery programs;
• At least 5 years of proven experience in the development, management and monitoring of relevant programs;
• Experience in more than one of the core sectors (Food Security and Livelihoods (FSL), Shelter/NFI, Water, Sanitation and Hygiene (WASH), Multipurpose Cash, or Protection);
• Proven implementation and NGO emergency program cycle management experience, and with experience of working within a complex and matrix organisation structure;
• Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management;
• Ability to analyse information, evaluate options and to think and plan strategically;
• Significant knowledge of MEAL, monitoring and evaluation tools and experience with undertaking evaluations and reviews;.
• An in-depth understanding of national and international development issues in Central African Republic;
• Previous experience of managing and developing a team and the ability to lead, motivate and develop others;
• Substantial experience in quality reporting;
• Excellent interpersonal, communication and presentation skills;
• Ability to be part of a multicultural and multidisciplinary team;
• Ability to cope with stress and work under pressure;
• Ability to work or execute field missions in the most difficult areas with a strong capacity for analysis and listening;
• Fluency in written and spoken French and English;
• Commitment to and understanding of Cordaid’s aims, values and principles.

The Field Coordinator will be based in Bangui with 25% of his/her time traveling in the field.

Contract information
The contract period is for one year starting as soon as possible, with the intention to extend for a longer period.
