Background

Interpeace is an international organisation for peacebuilding that strengthens the ability of societies to manage conflict themselves in sustainable and non-violent ways. Interpeace designs and delivers its work tailored to each situation in partnership with local partners and communities, based on extensive consultation and research. Interpeace also ensures that the processes of conflict management and change that it supports are integrated at all levels of society including local communities, civil society, government and the international community (we call it a ‘Track 6’ approach).

Interpeace in Libya

Interpeace undertook its first mission to Libya in September of 2011. In 2012 Interpeace developed a programme aimed at establishing an infrastructure for peace in Libya with a pilot phase in Sebha. By mid-2014, the programme had been able to make significant progress capturing a broad array of perspectives on impediments to peace and opportunities for stability in the South. The 2014 Libyan conflict led to a brief pause in Interpeace’s engagement in the country. In 2015 Interpeace initiated a peacemapping project focusing on the resilience of some Libyan communities.

Lessons learned from the peacemapping initiative formed the foundation for the “Community Resilience and Cohesion: A Bottom-up Approach to Peacebuilding in Libya” project from June 2017 through August 2019. This first phase of the program targeted Eighteen communities across Libya through a series of capacity building workshops on conflict management and analysis, and community facilitation skills for a selected groups of change agents with the goal of strengthening intra- and intercommunity cohesion in the country. The new phase of the project: “Strengthening Local Cohesion in Libya: A Pathway to Lasting Peace” will continue its work on supporting Libyan local communities to build up lasting peace through strengthening their capacities and providing them with the needed tools and technics enabling them to manage internal challenges, build consensus on priority areas with other communities, and connect these processes with the national level dialogue agenda.

Position within the Organization

The Programme Officer is a member of the Programme Management Unit which manages and implements all of Interpeace’s active and ongoing programmes around the world. The Programme Management Unit is led from the Headquarters office in Geneva, although team members are based in various locations including in Eastern and Central Africa, West Africa, Europe and the MENA region.

Purpose and general overview

Under the supervision of the Program Manager, the Programme officer will be responsible for, providing assistance for the development & implementation of program activities in Libya. S/he will also support internal controls and segregration of duties for the cash management in Libya.

This post is a local position and involves significant field travel inside Libya, including Interpeace’s Benghazi office, and Tunis’s Interpeace office. The Programme officer reports to the Programme Manager and supervises the Benghazi based Project Assistant as well as two field officers.

Program Officer remains flexible and will perform other duties as required for the effective running of the program. He/she will also demonstrate a commitment to the values and working principles of Interpeace both within the Interpeace team, at the local level, and in the broader regional and international community.

Duties and responsibilities

The Programme officer is responsible for the effective and timely implementation of programmatic activities of Interpeace’s peacebuilding programme in Libya.

•Identifies and develops opportunities to expand the programme within the country, in collaboration with the country programme team and Programme Development Unit;
•Under the direct supervision of the Programme Manager, contributes to the development of projects activities, workplans and other programmatic activities;
•In cooperation with the Global Operations Team and Programme Manager, reviews and revises as needed the budgets and reporting for all programme operations;
•In close coordination with the Programme Manager, with his/her direct supervision of the Project Assistant and Field Assistants, supports the implementation of programmatic work at activity level;
•In close coordination with the Political and Advocacy Advisor, assists in liaising with government officials, local authorities, and community leaders with the aim of fostering closer working relationships in the implementation of program activities across tracks;
•Working closely with the Political and Advocacy Advisor, supports in the identification of new communities and new change agents;
•Participates in drafting and developing concept notes, proposals, donor reports, trainings, and workshop concepts and ToRs for consultants and trainers;
•In coordination with the Programme Manager, helps in producing timely quality programme reports in line with Interpeace and donor requirements;
•In close coordination with the Programme Manager, ensures close operational coordination at technical working level with other teams in Interpeace and with local stakeholders;
•In coordination with the Political and Advocacy Advisor, develops and strengthens relationships with local communities and establishes national strategic relations and networks with civil society and local/national leaders in order to advance the Interpeace programme agenda;
•Under the supervision of the Programme Manager, in close coordination with the M&E Assistant and the Interpeace Global Monitoring, Evaluation and Learning Manager, establishes the project’s monitoring and evaluation system, according to the results-based management framework, to systematize the monitoring of progress towards the objectives of the project’s expected results; and ensures the collection and documentation of the indicated information;
•Ensures close operational coordination at technical working level with other teams in Interpeace and with partner organizations;
•Ensures the integration of gender perspectives from different segments of the population, including marginalized groups, in the development of different indicators;
•In close coordination with the Political and Advocacy Advisor, represents Interpeace in strategic meetings, conferences, forums and other public events as directed;

Management of Personnel

Supervises Project Assistant and Field Support Assistants:

•Creates an enabling work environment that fosters learning and innovation, where programme staff can achieve their potential, demonstrating gender-responsive and non-discriminatory behaviour and attitudes;
•Monitors, evaluates and documents the individual performance of direct reports through a staff development lens.

Qualifications:

•Tertiary degree with fluency in spoken and written English and Arabic
•Degree in peace-related studies, social or political science or other related fields
•Professional experience in peacebuilding, political and/or developmental work with increasing responsibility -desirable
•At least 3 years’ experience in programme and financial management, previous experience with an INGO would be considered an asset
•Strong networking skills
•Solid team working and communication skills
•Excellent Microsoft Office suite skills
•Strong analytical and practical problem-solving skills
•Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints with excellent attention to detail
•Ability to work effectively remotely as a team member and with minimal supervision
