JOB BRIEF

USIP is looking for an experienced program manager to manage the implementation of a USAID funded project “Local Solutions to Environmental Crises: Partnering with Civil Society and Government to Strengthen Local Environmental Governance.” The project facilitates inclusive, iterative, locally-led solutions to pressing environmental governance challenges in key regions of Tunisia. The Program Manager will lead the project team and report to the Tunisia Country Manager. S/he will work closely with other colleagues across North Africa Team based in the Tunis and Washington HQ offices.

This is a full-time Personal Services Contractor position based in Tunis, Tunisia. This position is open to Americans, Host Country Nationals (HCN), and Third Country Nationals (TCN).

RESPONSIBILITIES

Program Coordination & Team Management

• Develops, oversees, and monitors work plans, monitoring and evaluation, and budgeting for all activities under the project, including research, peacebuilding, coalition building, and governance trainings for civil society and local government, Tunisian government engagement, and community-based advocacy and dialogue initiatives.
• Manages a team of up to 6 staff implementing activities in four locations across the country
• Ensures timely and adequate reporting to internal and external project stakeholders against the work plans, including articulate quarterly progress reports.
• Identifies risks and challenges to the ongoing project operations and activities and provides recommendations to country manager on mitigation strategies.
• Ensures systematic and adaptive monitoring, evaluation, and analysis of project implementation and impact.
• Identifies appropriate Tunisian and international dialogue facilitators, trainers, and thematic experts to support the project in close coordination with the project team and Tunisia Country Manager.
• Travels regularly with team to project sites around the country.
• Manages day to day administrative matters for the project and ensures the integrity of financial and administrative operations.
• Directly supervise up to 6 project staff and provides effective leadership.

Partnership building and resource mobilization for the project and overall program

• Builds and maintains solid relationships with key local, national, and international partners.
• Liaises regularly and forges close linkages with other USIP programs as well as international and national stakeholders concerned with or providing assistance on environmental and climate governance issues in Tunisia.
• Supports efforts to identify new programming opportunities in Tunisia and sufficient resource mobilization for the project in close coordination with senior management.
• Ensures the highest level of communication and cooperation with relevant USIP departments/divisions teams.
• Promotes USIP’s role as a thought leader on governance, environment, and conflict, ensuring appropriate levels of visibility and dissemination of USIP research and analysis.
• Supports efforts to represent USIP in internal and external events.
• Contributes to drafting of concept note and proposals.

Performs other duties as assigned.

QUALIFICATIONS

• Bachelor’s degree (Masters preferred) in international relations, environmental science, public administration, conflict resolution, or related field.
• Eight (8) or more years of related experience.
• Experience working on USAID-funded projects preferred.
• Knowledge of Tunisian conflict and political dynamics required; environmental, climate, and peacebuilding, thematic expertise preferred.
• Prior experience working with civil society and governments in Tunisia or the region preferred.
• Demonstrated project design, implementation, and monitoring, evaluation, and learning skills.
• Experience implementing adaptive, iterative programming approaches in developing country contexts strongly preferred.
• Experience leading adaptive management approaches preferred.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated analytic and writing skills. Able to write effectively in a variety of formats and for a variety of audiences in English.
• Must have the ability to design and manage budgets.
• Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
• Must have excellent interpersonal skills.
• Fluency in English both written and oral.
• Working level fluency in Arabic and/or French required.
