Regional Specialist for Green Energy & Market Systems in SE Asia

Description

Contract Length: 12 months with the possibility of extension

Starting date: March/April 2023

Base: Phnom Penh, Cambodia with regular trips inside Cambodia and regionally

Reports to: Country Director PIN Cambodia

Background Information:

People in Need (PIN) is a Czech nonprofit, non-governmental organization that has been providing relief and development support in both developing and conflict regions around the globe since 1992. In Asia, PIN has a growing portfolio of projects focused on accelerating the uptake of green technologies in agricultural value chains through innovative applications of market systems approaches.

In Cambodia, PIN works closely with the private sector in promoting productive uses of solar-based solutions in the country’s thriving agri-fishery market. In the Philippines, PIN works on coffee value chains. Recognizing this growing body of interventions and the key role renewable energy will play in strengthening the climate resilience of communities and market systems across the region PIN will strategically develop its green energy programming in the coming years.

About the role:

PIN is seeking to fill the position of Regional Specialist for Green Energy and Market Systems covering the programming portfolio in Asia. He/She will work closely with PIN country offices to ensure the quality of ongoing projects and support program development and strategic positioning across the region. This will include the identification of new business opportunities stemming from currently implemented initiatives; liaising with external stakeholders and building new partnerships; developing new concept notes and funding proposals; building technical capacities of key staff across the region; and developing PIN’s broader strategy for green energy and market systems in Asia, including internal resource mobilization and investment priorities, in liaison with relevant PIN HQ departments.

Main Duties & Responsibilities:

Program Quality

• Work closely with PIN country programs in Asia and technically support national teams leading green and market-based projects. Promote and drive adaptative management practices, critical thinking around value adds generated by ongoing initiatives at the outcome and impact levels, and devising strategies for evidence-based learning and business pipeline transitioning;
• Liaise with MEAL departments to ensure generation of best practices and SMART indicators showcasing impact on climate resilience;

Program Development

• Together with country focal points identify new business opportunities, including long-term pipelines, and coordinate donor engagement and positioning efforts at both national and regional levels;
• Lead or technically advise on development of new concept notes and funding proposals in coordination with national focal points, HQ-based Institutional Fundraising Unit and Knowledge and Learning Department;
• Develop a new programming strategy for green energy and market systems in Asia through analysis of individual country priorities, positioning and donor landscape; potential for multi-country regional approaches and synergies with PIN global strategy, especially links with the climate resilience pillar;
• Work closely with MEAL on developing evidence-based learning and best practices to raise awareness of programming accomplishments and generating materials to support new business development and exploring new partnerships;
• Identify new themes and innovations, both from within existing project portfolio and based on analysis of key growth sectors domestically and regionally, and propose strategic engagement pathways, including resource mobilization needs;
• Represent PIN vis-à-vis external stakeholders, partners and prospective donors in different stages of positioning, networking and program development;

Capacity Building

• Develop capacity-building plan by assessing the capacities of key staff who lead green energy and market-based projects across PIN’s Asia portfolio;
• In line with the PIN’s country-specific and regional programming strategy, support senior management in producing materials, presentations and talking points to drive effective and evidence-based partnership and prospective donor engagement;

Main requirements:

• Advanced degree in subjects related to climate change, international development, international trade, international relations, business studies, renewable energy or similar
• Minimum 5 years of experience on managing and developing programs in one or more of the following areas: renewable energy, market systems development, climate resilience (both mitigation and adaptation), agriculture, private sector development or similar
• Demonstrated track-record working on one or more of the following themes: use of renewable energy in agri value chain development; impact-oriented private sector development; development of market and/or food systems in agriculture; impact-based and green financing; work with start-ups; value chain assessments and research
• Previous experience in project cycle management and proposal development for international ODA donors strongly preferred
• We are looking for a dynamic and enthusiastic individual who is a strong team player, possesses sound analytical and problem-solving skills, maintains a proactive “can-do” attitude, displays respect for diversity and cultural awareness, and identifies himself/herself with the guiding principles of humanitarian work, values and work ethics
• Strong English skills (both speaking and writing) essential
• Previous working in experience in Cambodia or Southeast Asia will be a significant asset
