The Government of Mozambique received a donation of USD 150 million from the International Development Association (IDA) to fund the implementation of the Safe Water Project for Villages and Rural Areas , and intends to apply part of these funds to consultancy services.

The scope of services for the Sanitation Specialist position includes, but is not limited to: (i) supporting the Project Coordinator in project management and technically leading the implementation of sanitation-related activities; ii) Development of the sanitation model for the villages; iii) investments in school and home sanitation; iv) construction and management of faecal sludge; v) sanitation marketing to ensure the adherence of local communities to sanitation services provided by the private sector; and vi) training of local sanitation service providers

The Water and Sanitation Infrastructure Administration, Public Institute (AIAS,IP), invites qualified individual consultants to express their interest in providing the services. Interested consultants must submit information demonstrating that they have the necessary qualifications and relevant experience to perform the services (CV, description of similar services, experience in similar conditions, availability, etc.).

The consultant must have, at least, the following qualifications and experience: (i) university degree, preferably postgraduate, in Sanitation, Sanitary, Hydraulic, Environmental, Civil Engineering, or other areas related to sanitation; (ii) more than 10 years of work experience in the water and sanitation area; (iii) at least 5 years of direct work experience in planning, designing, managing and supervising sanitation projects; (iv) experience in implementing localized sanitation projects and in the faecal sludge management chain; (v) experience in activities related to sanitation promotion/marketing will be considered an advantage; (vi) recognized experience in contract management and other relevant activities in the area of urban and peri-urban sanitation; and (vii) fluency in the Portuguese language;

Interested Consultants' attention is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's “IPF Borrower Procurement Regulations” July 2016, November 2020 (“IPF Borrowers Procurement Regulations”), which sets out the World Bank's policy on conflict of interest.

The Consultant will be selected in accordance with the Individual Consultant Selection method as set out in the Procurement Regulations.
