The Program Officer is a limited duration role that contributes to the calling of Medical Teams International by providing program management support to various country programs, the Program Manager(s), and Sr. Director, Global Programs. Areas of involvement include proposal development, reporting, program implementation support, monitoring, and evaluation, partnership building, finance, safety & security, data management, policy compliance, human resources, and humanitarian response.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• In collaboration with the Field Operations Department Directors and staff, implement the vision, goals, and priorities in accordance with Medical Teams strategic plan.
• In collaboration with the Global Programs team, implement the Global Programs vision and strategic plan as a part of the larger Field Operations Department.
• Contribute to Field Operations Department strategic planning and reporting.
• Collaborate closely with Sr. Director, Global Programs, Program Managers, Technical Team, and field offices to support the planning, implementation, monitoring, and reporting for assigned programs.
• Collaborate with field program staff to ensure that reporting, program information, and data is accurate and up-to-date.
• Support Program Manager(s) in supporting and leading Country Directors/Managers to ensure monitoring, evaluation, and learning occurs with regard to planned and implemented programs, conducting regular field program visits for monitoring, and to support reporting.
• Work with Program Manager(s) and country management to develop annual operating budgets and work plans and ensures effective budget monitoring, reporting, and financial management for assigned countries.
• Proactively facilitate the growth of Medical Teams International programs by supporting the development of institutionally funded program proposals and concept notes, as well as supporting financial and program reporting to donors.
• Acquire and maintain knowledge of assigned countries.
• Support development and maintenance of country programs profiles (CPPs) and program information for organizations use.
• Support Program Manager(s) in ensuring that all program goals, activities, and personnel demonstrate commitment to national and international frameworks and standards such as the Core Humanitarian Standard and Sphere minimum standards.
• Provide operational and administration support and management to field offices including logistics, finance, local hiring, contract routing, fundraising, programs, and country registration.
• Provide immediate surge capacity and support in the event of an emergency response.
• Support the country offices through travel to countries where support is required.
• Support timely submission of project proposals and monthly, quarterly, interim, and end of project reports to meet standards required by Headquarters and external donors.
• Support Country Directors/Managers to plan exit strategies for assigned countries identified for program closure, and coordinate with Finance, IT, HR, etc. on close-down procedures and requirements, including asset disposition, staffing scale-downs and severance, and final audits and evaluations.
• Provide country-specific briefings and materials as needed to Medical Teams HQ staff or approved non-Medical Teams personnel, particularly when staff/others will be visiting the country program; additionally, liaise with the field office to support in trip itinerary and budget development, coordination, pre- and post-briefings, etc. as needed.
• Liaise with the Volunteer Engagement Team (VET) to provide additional support and information related to staff/volunteers travel to field offices, including identifying/communicating field needs for volunteer support.
• Work with VET to support the coordination of vision trips, including supporting in itinerary and budget development/finalization as needed, and in providing briefings and/or materials as requested to the vision trip participants.
• Assist the Program Managers, Sr. Director, Global Programs and country office leadership in developing partnership relationships and creating memorandums of understanding (MOUs) and budgets with partners in assigned country programs.
• In collaboration with the Country Director/Manager and Program Manager, identify support required by partners, e.g., sharing of tools and best practices, capacity building, and ensuring current MOUs and proposals are in place.
• Participate in process to provide new grants for partners by supporting the development of project proposals, MOUs, and reports for monitoring process.
• Help solve problems pertaining to partnerships and joint responses. Keep relevant managers informed.
• Support in representing Medical Teams International to external bodies and humanitarian and development actors including UN agencies and NGOs, faith-based and partner organizations, media, donors, potential new partners, appropriate government officials, and other relevant parties in assigned countries and the wider region as needed.
• Provides excellent customer service in all contact with volunteers, colleagues, partners, field offices, and the general public.
• Liaises with the Marketing and Development Department to review all outgoing media communications, proposals, and other collateral for assigned countries.

• Support teams values of accountability, 360-degree feedback, and transparency.
• Participate in staff selection processes such as recruitment and onboarding, as requested by Program Managers and Sr. Director, Global Programs.
• Utilize local volunteers whenever possible, ensuring they are trained and oriented to participate effectively in programs; support standards of best practice in international humanitarian operations.
• Ensure that team members are effective, efficient, and diligent in meeting program goals.
• Create a culture of shared learning and professional development within the team.
• Act as headquarter support as needed to coordinate with Procurement & Logistics team to plan, mobilize, ship, and distribute Gift-in-Kind (GIK) medical support in assigned country programs and partners.
• Coordinate supplies (including equipment, pharmaceuticals, medical supplies, and project materials) with Procurement and Logistics staff and obtains approvals of related field operations staff.
• Assist with the compliance and effective stewardship of all financial resources as per Medical Teams policies and donor requirements.
• Support Program Manager to liaise with Finance team to ensure accurate and timely financial data as needed.
• Coordinate wiring of program funds.
• Support creation, management and tracking of the program cost center and budgets for assigned country programs.
• Review the Global Personnel Safety and Security Policy and assigned country Safety and Security instructions, including robust information collection practices and supports periodic testing of safety and security plans.
• Assist in the development of new risk assessments and Safety and Security instructions for country offices and partners, and updates assessments periodically.
• Support country offices to be compliant with relevant host-government laws and policies, international humanitarian standards and best practices, and with Medical Teams Internationals internal policies and procedures.
• Support in implementation and roll-out of revised Field Office Manual (FOM) in country programs.
• Coordinate closely with technical experts on issues of technical quality, where appropriate.
• When appropriate, serves as technical experts to ensure quality program design, implementation, monitoring, and evaluation in assigned country programs.
• Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
Other Duties:

• When appropriate, incorporate the use of volunteers in daily job functions.
• Additional duties as assigned.
EDUCATION, LICENSES, & CERTIFICATIONS

Required:

Bachelors degree in a field related to international relief and development work.
Valid Driver License.
Valid Passport.
Preferred:

Masters degree in a field related to international relief and development work.
EXPERIENCE

Required:

• Minimum 2 years work experience coordinating projects or complex tasks within a humanitarian NGO.
• Experience living and communicating cross-culturally in a relief/development setting.
Preferred:

• Minimum 1 year of employment experience with an international humanitarian non-governmental organization (NGO) in a field location and familiarity with OFDA/PRM/ECHO and CBPF donors.
KNOWLEDGE, SKILLS & ABILITIES

• Ability to work flexible schedule and weekends as needed.
• Ability and willingness to travel to country programs on short notice up to 16 weeks a year.
• Ability and willingness to travel to global meetings when needed.
• Moderately skilled with office software: Microsoft Word, Excel, and PowerPoint.
• Moderately skilled with communication software: Outlook, Skype, Internet, CRM (or other database programs).
Preferred:

• Competence in a second language, such as Spanish, French, Swahili, or Arabic.
