The Government of Belize has received financing from the Inter-American Development Bank (IDB), toward the cost of the Climate Vulnerability Reduction Program (CVRP) and intends to apply part of the proceeds for consulting services. The consultancy shall be for six month period. The consulting services (“the Services”) include the contracting of a consultant to develop a climate risk financing strategy for the agriculture and tourism sectors. The general objective of the consultancy is improving disaster risk financial protection by supporting the design of a climate risk financing strategy for the tourism and agriculture sectors. The specific objective for tourism is to assess opportunities for introducing climate risk financing strategies in Belize’s tourism sector to strengthen resilience to climate change and to formalize a climate risk financing strategy and implementation plan that will reduce the financial vulnerability of the sector in the face of climate change. The specific objective for agriculture is to design a climate risk management financial product geared specifically to small and medium-scale farmers, as part of the country’s climate risk financing strategy for the agricultural sector.

The Consultant should have a minimum of a Master’s degree in actuarial science or related fields with demonstrated experience in risk product development, planning and management. The Consultant should have at least seven years of experience in multi-sectorial financial risk assessment, financial product development, natural disaster risk-related financial strategic planning. Previous experience with tourism and agriculture in the Belizean context would be an asset. Consultant should be fluent in written and spoken English. Fluency in Spanish would be an asset. All reports will be submitted in English. The consultant should also have the following core competencies: demonstrated experience related to (i) financial governance frameworks; (ii) communications and multi-sectorial stakeholder engagement strategies. Previous experience developing financial risk strategies for Latin American and Caribbean (LAC) countries, drafting and/or reviewing laws and working with international financial institutions would be an asset.

The Ministry of Infrastructure Development and Housing now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible consultants as defined in the policies. A Consultant will be selected in accordance with the selection of Individual Consultants based on Comparison of Qualifications method set out in the Consultant Policies.
