About the team:

Our International Consulting (IC) division works for international aid agencies and other financing organisations (DFID, the EU, the World Bank, the Asian Development Bank etc.) on international development projects and programmes. We focus our work in two main technical areas; governance and public sector reform; and urban development. We use these two technical teams to focus on our core competencies and also use those competencies as a base we can expand on to compete for contracts in new areas and new countries. We work to promote inclusive economic growth and resilient urban development, sustainable institutions, poverty alleviation, state-building, and improved service delivery. We have a wide range of projects, including: DFID’s Nigeria Learning, Evidence and Advocacy Partnership; Monitoring and Evaluation of EU Support to Iraq; and the Evaluation of DFID and ECHO’s humanitarian programme in the Sahel region of Africa. These projects reflect the diversity of our work and policy coverage. We are based across the UK, Belgium, India and China and are now looking for an experienced governance consultant to join the team.

About the role:

This is a key role in the team that will take responsibility for key pieces of both business development and project management. As a Lead Managing Consultant, you will have the opportunity from your very first day to lead and contribute to our diverse range of projects and proposals for clients throughout the world, particularly in Sub-Saharan Africa and South Asia. You will already have a great understanding of international development and at ICF you will be able to use that experience to develop and inform policy and programming.

Working with our Technical Director you will be responsible for taking a lead on our business development activities; advising on identified opportunities; leading proposal development activity; writing key technical sections of proposals and using your experience to advise on project budgets; and guiding junior members of the team in their work and development. You will also contribute to our existing projects in both a technical role and supporting project delivery; delivering technical assistance, ensuring key deliverables are met; and technical work completed to the high standards ICF is known for. Finally, you will work with the rest of the team and other parts of the business to continue with ICF’s brand awareness efforts, ensuring that ICF can continue to grow into new areas of work and new markets.

Required experience:
You will need at least 10 years’ experience working on governance issues in developing countries. Experience in sub-Saharan Africa and/or South Asia is desirable.
You will need a strong understanding of core governance and public sector reform issues, policy and practice in a range of settings (especially fragile states), knowledge of political systems and political economy analysis.
You will hopefully bring technical expertise in one or more of the following areas as they are of core interest for us: state building; accountable and inclusive politics; public sector governance; inclusive growth and economic development; public financial management; and/or anti-corruption.
Having a background in working with urban governance, future/smart city governance and climate change/energy governance issues would be a strong advantage.
You will need at least a Masters’ level degree in a relevant discipline (International Development, International
Development, Law, Public Policy, Economics etc.
You will be able to prove a track record in winning business in competitive tender processes run by DFID, the EC, and other similar institutions
You must be fluent in spoken and written English. Additional language skills (French) are valued.
