MONITORING FOLLOW-UP, EVALUATION AND LEARNING MANAGER

The duties and responsibilities are defined in seven specific functions:

1. Development and analysis of information and reports for decision-making based on the national project’s results
2. Contribute to the effectiveness of the program by designing and maintaining the Monitoring, Evaluation and Learning System of programs and projects
3. Coordinate implementation of M&E System with project teams and project M&E staff management
4. Coordinate outsourcing/suppliers in relation to M&E processes to have defined quality products in a timely manner
5. Monitor project progress in the field
6. Coordinate with potential M&E partners in order to improve and share institutional processes that allow us to be placed in spaces where to make further decisions
7. Adherence to rules, regulations and expectations of high-end donors with respect to M&E deliverables


Minimum requirements:
• M.A. in Social Sciences, Statistics, Computer Sciences or similar B.A.
• 5 to 7 years’ work experience with at least 3 years working in the field in a developing country

Most critical proficiencies:
1. Based on project monitoring and evaluation discipline, project quality, quantitative and qualitative data entry and representation methodologies.
2. Experience as Monitoring and Evaluation Manager at any level in a large donor-funded project conducting results and impact indicators.
3. Experienced in building commercial (value chain), environmental, gender and social capital indicators.
4. Experience in market systems development model.
5. Proven capability to develop in-the-field staff’s capabilities regarding monitoring and evaluation of standards and proven experience in adult education, training and tutoring.
6. Proven experience in solving a series of problems in field implementation.
7. Proven capability to work in collaboration with a culturally diverse team in remote locations with staff based in other states of Mexico.
8. Proof of a solid leadership, analytic and coordination capabilities, and collaboration skills in project management, monitoring and evaluation.
9. Experienced in using technology to develop the data system.
10. Acquainted with current and emerging ideas, research and developments in international development, and committed to continuous learning and development.
11. Experienced in SPSS Software, data, Excel, Access.
12. Excellent written and oral communication to draft reports.
13. Fluency in English and Spanish (Latin America) required.
14. Capability to travel to field sites 50% of the time.
