Finance Manager of Development and Humanitarian Aid Department

I. Position

Name of position: Finance Manager of Development and Humanitarian Aid Department

Length of employment: Initially12 months, followed by the possibility of an open-ended contract

Type of position: 100% (full-time)

Place of employment: Prague, Czech Republic (+ occasional travels)

Start date: Middle of October

II. Organizational context

Caritas Czech Republic (CCR) is a non-profit non-governmental organization with field activities implemented worldwide (Europe, Asia, Middle East and Africa) and an extensive social services programme in the Czech Republic assisting more than 100,000 clients. CCR is a member of the international network of the Caritas Internationalis and cooperates with a number of international and local partners.

In addition to emergency response in case of natural and man-made disasters, the organization focuses mainly on four key thematic areas: 1) health care and social services; 2) sustainable livelihoods and small-scale entrepreneurship; 3) vocational education (youth and adults); 4) assistance to refugees and internally displaced people.

CCR builds on its 20 year-long expertise in managing social welfare programmes, including support to people with disabilities. The organization adheres to core humanitarian principles, including gender equality.

III. Responsibilities

The Finance Manager (FM) is an important part of the Development Cooperation and Humanitarian Aid Department´s open-minded senior management team welcoming pro-active and innovative approach. Supervises financial aspects of CCR development and humanitarian projects, participates in setting down financial procedures and tools and prepares Department´s budget. The FM leads the team of Financial Coordinators and cooperates closely with the Head of Department, Regional Managers, CCR field missions and Head of Economic Department.

Specific FM’s roles and responsibilities include (please note a detailed job description will be provided upon hiring):

1. Financial team leadership

• Manage team of Financial Coordinators.
• Provide expert support and advice to the team members.
• Ensure professional development of the team members.
• Evaluate the team members´ performance.
• Plan team reorganization in line with needs and available means.
• Participate in hiring of team members.

2. Supervision and support of projects´ budgeting and spending

• Ensure that CCR projects are implemented in compliance with donors´ and CCR financial rules and respective laws of the Czech Republic.
• Ensure that spending under CCR projects is in line with CCR principles, above all cost-efficiency, transparency and financial accountability.
• Supervise procurement and conclusion of contracts with external entities.
• Review and approve new projects´ budgets.
• Review and approve projects´ financial reports.
• Communicate with donors.
• Ensure that CCR projects are audited in compliance with donors´ requirements and CCR standards, communicate with external auditors.

3. Internal financial procedures

• Proactively update and develop (in cooperation with the financial team) internal financial procedures and tools for the Department (including field missions).
• Guarantee that financial procedures of the Department comply with CCR donors´ requirements and standards and respective laws of the Czech Republic.
• Update and develop (in cooperation with the Head of Economic Department) internal financial procedures and tools for CCR.
• Ensure that CCR financial rules and principles are followed by the Department staff (including field missions).
• Propose financial capacity building of the Department staff (including Heads of Missions) if needed.

4. Department´s financial planning and monitoring

• Prepare yearly budget of the Department in line with CCR overall financial plan.
• Monitor and evaluate the Department´s budget spending, proactively propose adjustment if needed.
• Plan and monitor cash flow of the Department.
• Supervise financial transfers within the Department and between the Department and other parts of CCR.

IV. Required qualifications and competencies

Key:

a. University degree in economics, financial management, accountancy, etc.
b. Proven experience of minimum of 5 years in financial management.
c. Proven experience in managing teams with various nationalities, gender, age and ethnicity.
d. Familiarity with project cycle management.
e. Excellent knowledge of Czech and English (oral and written).
f. Advanced user skills of MS Office software.
g. Strategic complex thinking.
h. Analytical approach.
i. Ability to identify and solve problems.
j. Creativity and independent thinking.
k. Strong leadership and problem-solving skills;
l. Authority, professional communication skills and ability to cooperate smoothly with variety of colleagues, partners, etc.
m. Valid EU residence permit.

Advantage:

• Experience with proposals submitted to a variety of national and international donors (preferably EuropeAid, ECHO, CZDA, etc.).
• Experience in project/programme cycle management in development cooperation and humanitarian aid.
