MMV P.vivax Market Manager Consortium - Country and Procurement Liaison Manager

Medicines for Malaria Venture (MMV) was established in 1999 as a partnership between the public and private sector to discover, develop and deliver new antimalarial drugs at prices affordable to developing countries. MMV and its phama partner GSK have developed a single dose liver stage drug (tafenoquine) for P. vivax malaria. Prior to prescribing Tafenoquine, a quantitative G6PD test must be used to identify those patients who have adequate G6PD activity and can take the drug. The G6PD test is being developed by PATH.

MMV and PATH are collaborating to accelerate access to P. vivax diagnosis (malaria and G6PD diagnostics) and treatment (blood and liver-stage treatment) in malaria endemic countries and are supporting them in reaching their elimination goals, trough several market interventions.

MMV is looking for a Consultant from October 2018 – December 2023, full time, as a Country and Procurement Liaison Manager, for the Mekong region (Thailand, Vietnam, Laos, Cambodia and Myanmar). He/she will support the MMV’s Associate Director of Access- Asia & Latin America who is in charge of access to tafenoquine (TQ).

The Country and Procurement Liaison Manager will: 
Develop a sound understanding of the malaria situation, funding landscape, regulatory pathways, barriers and opportunities for new tools for effective radical cure through engagement with the Ministry of Health, stakeholders, literature reviews and propose country relevant solutions
Support National Malaria Control Program (NMCP), country teams and national govermnent partners in building the evidence needed for the Ministry of Health (MOH) policy adoption of tools for P. vivax radical cure diagnostics and treatment (especially related to G6PD test and TQ)
In collaboration with PATH/MMV and in coordination with NMCPs and other relevant partners, develop a roadmap for policy adoption, mobilizing funding, procurement processes, distribution and ensuring co-availability of radical cure products
Support the development and implementation of the study planned in Thailand to assess the feasibility of G6PD testing before radical cure
Support the set-up of a pilot introduction in other countries if needed, through coordination of stakeholders, sharing of relevant data, documents, and information
Provide analytical and technical support to national health ministries ensuring the quality of each country’s plan for adoption and roll-out of P. vivax radical cure diagnosis and treatment
Monitor timely progress and completion of key deliverables as established in each country plan, including indicators around training effectiveness as well as product availability / use in designated treatment settings
Validate the quality and rigor of each country teams’ projections re: tafenoquine use between 2021-2023
Liaise with country implementing partners and the procurement agent on quantification issues, and with regional key stakeholders such as APMEN and APLMA
Ensure that each country team and national government partner will develop sustainability plans for ongoing funding of P. vivax commodites
Assist the MMV team (finance and access) in developing bi-annual reports for donors, including progress against targets
Provide ad-hoc support when needed, e.g. pharmacovigilance, discussions with National Medicine & Medical device Regulatory Authorities, meeting with the NMCPs etc. 
Essential qualifications and skills

Education & experience:
Physician and/or Master’s degree in public health
5-7 years of relevant experience in the field public health
Proven experience working in healthcare commodity procurement and supply chain management in developing countries, especially in the Mekong region
Technical skills required
Fluency in English both verbal and written is a must
Strong report-writing skills, particularly with regards to donor reporting requirements
Experience conducting or organizing trainings
Excellent organizational and project management skills
Familiarity with global health issues
Excellent analytical skills
Behavioural skills required
Excellent written and oral communications skills
Ability to handle multiple tasks simultaneously, set priorities, and work independently
