Position: AIRD Livelihood Manager – Liberia
Reports to: The Country Program Director or the officer in charge during in his/her absence

Start date: Immediate

The Livelihood Manager will be responsible for:
S/He will be responsible for the implementation and quality assurance of the livelihoods projects throughout the Country Program. This will also include reporting, cross departmental coordination, financial accountability and external stakeholder engagement.

General Duties
• Provide supervision and guidance to the Livelihoods team ensuring adhere to all regulations, instructions and observe guidelines, orientations, systems, procedures forms & formats of the AIRD Standard Operating Procedures.
• Ensure all UNHCR policies as stipulated in the sub agreement are adhered to at all times by all staff his/her supervision.
• Abide by all government regulations /policies as per the sub agreement.
• Ensure that management is made aware of any issues that UNHCR may have communicated with regard to the project operations & reporting, so that timely action may be taken.
• Supervise the implementation, monitor and report on livelihood projects and ensuring they all run in accordance with project guidelines, through the livelihood officer, livelihood community facilitators and livelihood monitors.
• Coordinate internal resources and third parties/vendors for the execution of projects.
• Conduct training, coaching and mentoring where appropriate with communities, local staff and other relevant groups.
• Ensure that all projects are delivered on-time, within scope and within budget.
• Assist in the definition of project scope and objectives, involving all partners and ensuring technical feasibility.
• Ensure resource availability and allocation.
• Develop a detailed project plan to monitor and track progress and impact of the livelihoods programming on refugees and the Host community beneficiaries.
• Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
• Measure project performance using appropriate tools and techniques.
• Report and escalate to management as needed.
• Successfully manage the relationship with the client and all stakeholders.
• Perform risk management to minimize project risks.
• Establish and maintain relationships with third parties/vendors and national institutions in supporting the inclusion of refugees in vocational training, access to finance, labour market, etc.
• Create and maintain comprehensive project documentation at all levels.
• Mainstream into livelihoods activities, the use of relevant innovative approaches and the” graduation models enable graduate vulnerable refugees out of poverty while targeting achievement of self-reliance.
• Any other duties as may be assigned by management.

With regard to interpersonal skill and team building, the Livelihoods Manager shall be responsible to:
• Take all necessary measures to motivate staffs and build strong team spirit at all levels.
• Develop and maintain good relationships with all partners and potential donors in the area of operation in relation to livelihoods activities.
• Participate in preparation of Country Operations Plans.
• Assist the Country Program Director build a strong and functional participatory management team.

Required Languages
Must be conversant with English and French (written and spoken)

Minimum Qualifications
• At least 4-7 years practical experience in Livelihood centred approaches on poverty and vulnerability reduction.
• Minimum bachelor’s degree and/or post graduate degree in a relevant field.
• Proven skills in networking and relationship building.
• Strong analytical and information gathering skills.
• Cultural sensitivity.
• Significant work experience with a non-profit sector.
• Excellent communication skills (oral and written) in English and French.
• Proficiency to use MS Office suite of applications and other IT systems.
• Ability to write clearly articulate proposals, reports, and correspondence.
• Strong analytical, communication and problem solving skills is necessary along with capacity to identify and articulate potential problems and provide possible solutions in concise and clear manner.
• Experience working with international development partners, international nongovernmental organization (INGOs) and donors (in particular UNHCR experience) is an asset.
• Work experience in cash based interventions (CBI) environment is an asset.

• Ability to work under hardship environment and with minimum supervision.
• Willingness to travel as necessary, work the required schedule, work at different locations as required.
